Preparing Open Data for the Age of AI: A Call to Action

On January 18, 2024, the Department of Commerce launched the AI and Open Government Data Assets Working Group in response to the growing presence of generative Artificial Intelligence (GenAI) in our society. This technology has the potential to revolutionize how we work, learn, and consume information, but it also brings with it concerns about accuracy and accessibility.

The working group, led by Oliver Wise, Sallie Ann Keller, and Victoria Houed, is tasked with developing guidelines for publishing Commerce data that can be consumed by emerging AI technologies such as GenAI. This initiative aligns with the Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, and supports the Department’s strategic goal to “expand opportunity and discovery through data.”

One of the main goals of the working group is to make Commerce data “AI-ready.” This means not only making the data machine-readable, but also machine-understandable by enriching it with contextual metadata and organizing it in interpretable standard formats. By doing so, AI models can better interpret and link the data, resulting in more accurate and authoritative results.

The benefits of AI-ready data are numerous. It can empower users to quickly derive insights from public data without specialized expertise or knowledge, and improve the search functionality of Commerce data. For example, applications like Google’s Data Commons and OpenAI’s ChatGPT can provide accurate information when asked about the demographics of a specific location, such as Suitland, Maryland.

However, the working group is also aware of the risks associated with AI, such as the potential for incorrect or fabricated results. To mitigate these risks, the working group will engage with industry, academia, and other stakeholders to develop technical guidelines for publishing AI-ready open data.

By making Commerce data AI-ready, we can harness the full potential of this technology while ensuring accuracy and accessibility for all users.
